Firstly, don't get down to his level. You should always remain above him. bending down on the floor is showing him you are at his level and he can do what he likes. If you want to cuddle him or Rosie then call them to you as you sit on your chair. Keep them on the floor and pat them as you are above them. This reinforces that you are the boss. Lying on the carpet gives them the impression that you are the same as them.
One way to stop him mounting you is not to put yourself in an 'accessible' position!

There was a bulldog on It's Me or the Dog and she fixed most of his problems like biting the son but couldn't get the dog to stop humping and her view was to have him neutered.
