What kind of behaviour is this?

I have recently heard of a dog living with a bitch and when the bitch has a pee , the dog jumps up and pees on her! Is this dominance behaviour? I believe he is a very quiet dog otherwise.

I think so - Otto once peed on my sister's springer puppy bitch. Think he was just reminding her that it was his house. But they were all hyper so maybe excitement played a part.
