I'm sure we're all agreed with Janis that the dog's treatment is unforgivable. I'm not sure that a fine would serve any purpose unless donated to a canine charity. With luck and new more enlightened owners, the dog may have yet have a life. Given that the irresponsible owner has been taken into hospital perhaps her ill health will in one sense be punishment to fit the crime. Karma?
