Make a habit of EVERY kerb you happen across, whether there is anything coming or not, to teach her to SIT, stay and WAIT. Rest for AT LEAST 30 seconds each time then command her to "walk on" or "heel". It will become a habit and routine and hopefully she'll start doing it without your verbal and physical commands - don't get complacent as the habit is just as easy to get out of - stick with it and hopefully she'll learn a bit of road sense. This is what I do with Mylo and Tara as well as they sometimes think it looks exciting to go after the car seems to work but they still try it on now and again.

I wouldn't trust Otto off the lead NOT to run in front of car, but he is trained to stop and sit at the kerb if a car is coming and slows down as we approach the road.
